Detailed critique

The entry emphasizes pedestrian traffic between Kálvária sgt. and Gogol Street with a long (narrow) building planned for the southern boundary of the block, wide, usable paving, and a decorative garden and park. The designer demonstrates the thoroughness of the environmental assessment on the plan, and the entry makes good use of this. The access to the basement garage from Gogol Street is a good solution.

Despite the spaciousness of the elongated ground floor hall, the units with different functions are difficult to access and do not provide a sense of space. The Children's House can only be accessed via a separate corridor. The Information Center is also completely separate from the lobby. The retained IKV office building has been given a contrived function that does not fit into this "multi-cell" building. The separation of the large and small lecture halls from everything else and their placement on the second floor is a mistake. The four-story lobby could be a good organizational space if the various units were directly connected to it.

Behind the compact 1-2 and multi-story cubes that characterize the building, there is no similarly designed spatial organization. There is no similarity between the east and west facades, as if they were not part of the same building. The facility is adequately visible from the surrounding streets, without being ostentatious, but it does not solve the problem of filling in the gaps in the streetscape.

The strength of the design concept is that it retains the existing office building, where an energy center would be established. Each institutional unit is divided into several levels, making transparency and accessibility difficult. The lecture hall will be located on the second floor. Large halls and spaces will be created on each floor. Despite the elongated ground floor hall, the individual units are difficult to access.

The mechanical engineering description is detailed, with the installation of a large number of alternative energy generation devices.

The Evaluation Committee considered the plan worthy of reimbursement.
